If that is what you were quoted by someone who is going to do the job - then that is the going rate for them. Which is likely in line with what other installers of tile charge in your area. Get other estimates or quotes from the people who will actually do the job. There is no standard/going rate that is applicable in every city, in every state across the country.

Make sure that they are bidding on comparable services, ask about their process,experience, lincense/insurance, and materials they will use. Your question does not have enough information to tell you whether or not your quote was within reason. There is a big difference between installing 12 x 12 tiles on a big flat floor and installing mosaic pieces on a vertical wall, for example. Glass and natural stone tiles are harder to work with. Smaller spaces are more time consuming per sq foot, etc. If materials are not included, your price seems a bit high for a basic install on a prepped, horizontal surface. But, like I said, depending on the details, the price could be very good.
You would have to get quotes from several tile layers. Once you have their quotes, it would be up to you to select the tile layer that either offered you the most economical rate, the one you feel comfortable with. You might consider a handyman. In this scenario you would purchase the tile and your handyman would lay the tile. You handyman would be a lot cheaper than a contractor. Whom ever you decide to select, your best option is to get a referral from a friend, relative or co-worker.
