In my experience no, at my old job the truck I used for plowing went on ice one time in 4 wheel drive, the tires just spun. I got across but I don't think it was a noticeable difference.
I would look around the walls and ceiling for cracks, or signs of recent repair work to cover up cracks. Do all the doors close without sticking or dragging. Carry a golf ball in your pocket, take it out and set on the floor in different spots in each room to check for level. If it rolls a little in each room may not be too bad. But if rolls to the north in one room, and to the south in another, that's a little more serious.Check and see if windows open and close all the way without binding. All these simple little things can show signs of foundation problems.
I remember hearing police used fire hoses on civil rights protesters, that KKK terrorists murdered innocent people and then the Civil Rights movement won. Maybe Obama is doing the right thing by staying clear of this one.
