There is no specific limit based merely on the fact that a train is in a city. Speed limits for trains are based on a variety of other safety factors, such as the curvature of the track. The conductor does not control the speed of the train. The engineer (operator) does that. It is not unsafe for a train to go that fast merely because it is a train in a city. There are a few specific places, some of which are in cities, where it is unsafe for other reasons. For example, there is one train station in Britain where it is unsafe, but because it is a very old station that was built in a way that makes it dangerous, not because it is in a city. There are trains in the U.S. that safely go approximately 90 mph. They are trains in Europe that go much faster, but they have better tracks. A train that is anywhere near to a mile away should not make a house shake, even if the train was going 100 mph. If you are anywhere near to a mile away from the track and your house is shaking, then there is something seriously wrong with your house, not the speed of the train. Even if there where no trains, your house might fall down in the next hurricane anyway, so you really should get it fixed. In Europe, there are passenger trains that go close to 200 mph, safely, without making houses shake.
