I had the same problem on a 2003. The whole stalk will move forward and backwards click it forward for off back; towards the driver to turn it on
If the motor is working normally but the wiper arm is'nt moving then the arm is'nt tight enough onto the motor spindle. The arm and the motor spindle have splines on them,which if the wiper arm has come loose will have become worn. One way to solve this is the quick solution as stated before using superglue(but not good should you need to remove them later). you need to take the arm off and using a strip of steel or aluminium cut from a drinks can.wrap around the motor spindle and push the arm back ontighten the retaining nut and it will tightenthe strip of steel acting like a wedge.

check the fuse box. the owners manual will tell you which one it is.generally the fuse box is under dash,near the steering wheel,or on the passenger side under the dash.
