Usually no, but it depends on where you live. And, even if you can get a burning permit, usually it has to be a contained fire in a pit. I wouldn't suggest you do this in most typical American suburbs, for example. But, on the other hand, I just witnesses my girlfriend's parents do this the other day (more or lessthey used home-made torches) out in the sticks, a little place of a population of maybe 100 people where the houses are really far apart and no one would know the difference or care either way. Though they did this to get rid of some taller swamp grass kind of stuff on their property. I'm not sure how effective it would be. But theoretically you could get the burning permit, set up a giant enclosure over the area you want to cut, and see what happens. :D But be careful. And it would probably just be a lot easier and worth the time to buy a lawnmower or get out there and use it. Plus, gasoline + water hose just sounds like you'd probably burn the whole block down.
