Almost every fire code I have ever seen requires the owner to be responsible for testing, maintenance and servicing of all fire extinguishers and other suppression equipment on private property. That generally means the owner hires some private contractor, with the right certifications, to do the job. Having the fire department show up and ask this would be a gigantic conflict of interest if not actually extortion (Either you buy the service or maybe we forget the shortest way to get here when there's a fire)
Apart from warm soapy water. then make sure you put a rubber sheet under your bed sheet to stop it happening again.
