Turning it down for personal reasons is legit and most (except those that hate families) will understand. The loss will be that such a chance may not come up again. You might be stuck in your position longer than you wished. And you might see others, with less experience, promoted above you. It's all about choices. If you're happy with your job and are willing to offset lost chances by having a stable family life, then stick with it.
