Claim to whom/what? It's more likely that your riding was faulty rather than the speed bump.
Depends on what you mean when you say can I claim it? If you are suggesting filing a lawsuit for damages. You can try but after 5 or 6 years it would be hard to prove that there were no intervening injuries in those years that are causing your present health difficulties. Was there a report filed at the time of injury? Were you treated at the time of injury? How often did you seek treatment for the injury in the past 5 or 6 years? If you work did you miss any time due to the injury? In what way was the speed bump faulty? Was it marked? Were you possibly going too fast? Were there witnesses? Did they accept liability at the time of the injury? And who are they? If claim it means seeking treatment and filing a claim with your health insurer you have no problem. It would be covered subject to your deductible and or copay.
