My experience is, almost always, shiny side towards food, it reflects heat, speeds cooking, more even heat, etc.
Shiney side for crispness, dull side for general baking.
I have never seen a difference, but I always use the side thats facing inwardsmostly because if I forgot to shut the lid back on the foil, there wont be much of a chance of dust or something getting on the food.
