The bigger the rating the less time you may have to wait before trying to start the car. A low peak amps, CA (cranking amps) or CCA (cold cranking amps) will take longer to give the battery enough juice to start with. Think of a jump pack as a battery charger. If you put a charger on 2 amps it might take all night to fully charge a dead battery. Put it on 15 amps and it might take an hour or so. Put it to 100 amp boost and you're down to a few seconds. Do however remember to check the charge status on the jumper pack regularly. They don't hold a charge forever, and it's embarrasing when you go to give someone a jump only to find the pack is also dead!
If you actually NEED to jump start your car on a frequent enough basis that you NEED a jump start battery pack, then you PROBABLY should spend the money on fixing what's wrong with your car instead of wasting it on a fancy TOY.
A car in good shape doesn't take much power to start.
