The Honda FCX Clarity is being given to specific test subjects that are randomly picked by Honda. You can apply for one on Honda's web site. It is uncertain when hydrogen fuel cell cars will be available but most likely not anytime soon since there still isn't a great method of getting hydrogen gas. Electrolysis is currently the preferred method but it is fairly energy intensive and isn't cost effective.
You probably won't see it anywhere else for a long long time. if ever. Currently only about 200 cars are going out in California under temporary leases. They're the only place that has even a few hydrogen stations. After that, who knows. they said around $600 for the lease
I wouldn't count on it for at least 20 years. There are many problems with hydrogen cars. For starters, where to get the hydrogen from. Once you get it, you need to be able to transport and store it (at hydrogen fueling stations). That kind of infrastructure would cost billions to build. Then you need an affordable fuel cell, which is a problem because currently they use platinum, which is why the FCX is *leasing* for $600/month. See the first link below for further details.
