I have new tires and the breaks pads are not warn down and the struts/shocks seem to be fine could it be the strut mount would that cause this noise to happen?

The product _can_ be shipped to Puerto Rico, but it has to be shipped as a HazMat (hazardous material) and you have to pay a special fee for that (usually about $50 per shipment). Call UPS or FedEx to get the details. If the shipper won't send it themselves, you can ask UPS or FedEx to pick it up for you. In aviation we deal with this all the time. Usually we do business with a local vendor who has already paid the hazmat fees for a larger shipment to make it less expensive, and you pay the vendor's profit for the sake of convenience.
