I don't have it in the Keyboard layout/IME dropdown menu in the Add input language window.
Just about all OS, you get keyboard layouts from the Install CD. To install on a Windows box: Click on: start | settings | control panel. Double click on keyboard then click once on language. Click on Add, then scroll through until you find the German (standard) keyboard. Follow the instructions to install the German keyboard.
