Cutting it shorter can create a fire hazard. Besides, the wire is crimped. You can't solder heating element wire. An electric blanket wire, as with all heating elements has a specific electrical resistance per foot. By cutting it shorter, you reduce its resistance, allowing more current to flow to the point where the wire insulation and the blanket can melt and/or ignite.
