The headlamps that have LED's are more expensive but are lighter weight due to smaller batteries.
If the whole car is moving at the speed of light, then no it will not. The entire car is moving and even though the speed of light is fast, it is not instantaneous.
I , they have a nice page devoted to them. and if you're sharing the road with cars you still need a reflective clothes but if there are corners or scary places you might want to get a tali light, too.
