I wouldn't expect an answer on this so shortly after the games release. but if you want dwarven ingots just scavenge dwarven ruins for all kinds of scrap metal and you'll get hundreds, theres one of these ruins in markarth, which is quite a nice place for you since theres a smelter and blacksmith there too. so there you have one.
It would just bubble out of the gasoline. Add ethanol if you're trying to boost your octane ratings.
Hydrogen is the lightest of the natural known elements. It is most abundant in combination with Oxygen which forms water. Cars may be made to run on Hydrogen, but there is no additive for gasoline.
