Traffic cameras are about safety. They could also be about catching people speeding, running a red light, or looking at the license plate.
I used burlap back for Halloween in 1977 None of those above have the appropriate texture, though I suppose in an emergency one could try Pillow Ticking or Terry Cloth. GOOD LUCK
