There are three main ways to lose weight quickly. 1) Use only water as liquid and eliminate all other liquid drinks from your diet. You must drink as much water as possible every day. You must drink about half of your weight. If you have weight of 200 pounds then you must drink about 100 oz of water. 2) The interval between the eating is very important. If you eat once, then you must eat next after 4 hours. You must take breakfast regularly.
I wouldn't say that it makes a person lose weight itself... and cold water burns a few cals but its not worth downing a bunch of cold glasses of water, it doesn't burn much.. but the lemon and lime I heard is healthy for you and your teeth as well :)

The difference between cold water and warm water is a difference of about 4 calories per glass of water (with cold water burning the 4 calories). However, many health experts say that cold water takes longer for the body to utilize so you could stay dehydrated while the cold water is trying to get absorbed. Just drink the water at the temperature that you prefer and don't worry about 4 calories here or there. Ans no warm water does not dissolve fat.
