Your answer depends on what type of scaffold you mean.
Like paper [meaning wood pulp based paper, not papyrus], blackpowder, and many other things, I would guess it is the Chinese. To this day they don't bother with metal for scaffolding, they use bamboo--even when building skyscrapers.

I'm not sure, but I think scaffolds have been around for hundreds and hundreds of years if not longer. The term is from Middle English, from Medieval Latin scaffaldus, of Old French origin .
