Question:

why do cats chew on plastic?

my cat constantly 'eats' plastic bags. why and how to stop this?

Answer:

why? : you leave them out. how?: put them away.
This annoys BOOFUS as he relishes a bite of cat.
Get a garbage can that has a lid, and make sure your cleaning up after yourself. Then the cat wont get in to plastic and problem solved. Animals will do anything they can get away with, you have to learn to be a responsible owner or don't have animals.
They must like the feel or the sound. You have to make sure all plastic is kept out of reach of your cat. If it swallows a small piece, it could block the intestine and your cat will need surgery to remove it.
Put the plastic bags where your cat cannot get to them. Cats do like the sound of plastic bags and like to play with them but it is up to you to keep them out of the cats reach. Your cat could experience a blockage from plastic so I strongly suggest you put them away in a closet and dont let the cat near them.
