Ok what about the geologist who found the bones in Alberta just by looking at the ground? you forgot about him or just seeing what you want?
Layers of ground can get taken off for many reasons, such as glaciers, seas, etc. This can cause it to seem as though dinosaur bones are closer to the surface than in other parts of the world. Also, volcanic eruptions can add more material on top that normal. In the link you provided, they had dug to find the bones. And the best way of telling the age of fossils is not at what depth they reside, but using carbon dating (half life).
If by geologic time zones, you mean strata, they say it because that is right. Humans and dinosaur bones are both found on top of the ground because shifting of the earth upturns, flips, and under the right condition, even bends strata layers, bringing sections of an entire level to the surface, and with it, the bones contained within. So while human and dino bones may appear both on top of the ground, they remain in separate strata, which is the important distinction here.
