Why doesn't rubber burn?

Okay umm i have a lab thing for scienc and I'm having diffulties answering a question my science teacher gave me. A rubber balloon is place over a controlled fire. The ballon went on fire and burned. Then we filled an identical ballon with water and placed t over the fire again. This Ike water just evaporated and the ballon didn't burn? I'm suppose to research about heat of evaporization and properties of rubber but I haven't come with a conclusion. Hell ididnt even start a hypothesis

Answer:

This really depends on which edition of the book you have.It is early in the book though. This is one of my all time fav books.enjoy.
This scenerio is an invention of the liberal mind. Everybody has a gun, and everybody fires at everybody else. Just plain silly, but that is how the liberal mind works, all or nothing.
