Well, you do not tell us whether there is someone doing a lot of blasting in the area. That could make clouds of dust, but are the clouds dust, or regular clouds? Have you checked to see whether anything is moving outside? Or someone using a jack hammer to cut up pavement or rock? Doing some investigation may find the answer better than asking people half way round the world.
