why is there ice on the copper pipes on the airconditioning unit inside and air is on 50 but still like a fan

i live in arkansas and we have had a a few weeks of triple didgets and i cant last another day without air conditioning our land lord will NOT fix it says to deal with it how can I fix it myself without a repair man??????

read your lease .Find out what it says about repairs on your apartment or call the owner of the apartments it should be on the lease an tell them about him not doing his job . if its not repaired your not paying rent if you have to call a repair person your taking it off the rent . but read your lease see what it says about needed repairs I think thay have so many days to fix it .
Sometimes when they are getting low on freon this will happen. It could also be that you have much dirt clogging up the coils. Turn your air off and take a brush out there and try getting all the dirt off the outside of it. Hope this helps. I'm in MO. and it has been very hot! Hope this works and you get some relief.
Ice on the coils is your clue. you are low on freon (refrigerant). The A/C unit will not provide the cooling, because there is not enough refrigerant to remove the heat and cool the air. Don't let the ice fool you, it only means that when the freon changes from liquid (that's what the condenser unit outside does) to vapor (that's what the evaporator unit inside does) it is doing this at a temperature that is less than 32 degF. Unless you are skilled in refrigeration repair, you will need a service person to fix the problem. The temporary fix is to charge more freon to the system. The next step is to have the service person look for the leak and repair it. good luck
