will my copper pipes in attic burst?

i am building a new 2 family house in New York. My plumber installed some new copper pipes in the attic instead of running through the floor. i am afraid they will burst in chilled winter time. He insulated the cold water pipe only with foam and asked me to put another insulation batts on the outside of ridge when i do the whole house insulation. am i gonna have problem? will there be any condensation problem?
