I would take him to a medical doctor and rule out something medical or psychological. We can't know if he has Asperger's Syndrome or ADHD or something causing this behavior. He can't use a cell phone if you cancel it, he can't play a video game if they disappear while he is at school. Take away TV too. You could try asking the police to talk to him, sometimes that works. I think when you offer counseling he knows you are bluffing. I think he needs to be ordered into counseling end of story. He really needs rules and boundaries and that is the part that you back down on. It is probably too late for him to have any respect, he probably watches how is father behaves and thinks that is acceptable. Call the police and see what they can do for you.
