Would a neighbor running a bulldozer next door be a legitimate reason for rubber-necking?
Depends on where you live..... kansas, west virginia or alabama...... no bulldozers are normal ny city, los angeles, miami...... yes, rubberneck all you want, ya dont see this everyday

I guess if he was hot looking then you would have a reason to watch. Now on the other hand, if the dozer operator was rubber necking you, then I guess that would be a hint to go put some clothes on. Either way, it's legal.
