A boiler is a sealed container being heated to turn water into steam. Because it is sealed from outside influences the height above sea level makes very little difference to savings of energy required to do that boiling it might even be a cost more situation due to depleted oxygen levels at higher altitudes .~~
No. The temperature at which water boils in the boiler depends on the pressure inside the boiler, not on atmospheric pressure.
