Can a city give you a ticket for blocking a fire hydrant without red paint?

What happened is there is a old fire hydrant on my block that had next to no old red paint (maybe 30% of the curb had bits of red paint) and everyone parks in front of it but the 147 year old person who lives in the house by the hydrant decided to take a can of red spray paint and paint 3/4 of the curb. So I park there thinking im fine but when I wake up this morning I have a ticket. Can I really get a ticket for a curb spray painted red by a civilian? Doesn't it have to be some special kind of city paint that covers the whole curb? (by the way it is very noticeable that it is spray painted, badly I should add) (also this is the city of Los Angeles)

I can't stand speed bumps. Now the lil hills that make your tummy tickle make me go weeeee but not a regular speed bump. Too slow and too bumpy.
