Because people are $$holes. It's unsafe and they often compound the problem by ignoring stop signs and cutting through the parking lot instead of sticking to the aisles. I think some people believe there aren't any laws regarding parking lot behavior. Either that or they think the extra few seconds they are saving are worth risking lives.

CO2s are designed for Class B and C (flammable liquid and electrical) fires only.
