How do I control internet access to my router with user accounts?

My Internet connection has a limit of 15 GBs per month. That's very little so I want to divide it among all users so whoever wastes his GBs doesn't whine about it later. Restaurants or Cafe's usually have this thing where they give you 1 hour, or 1 GB in your account (username password) and when you're connected to the network you're automatically redirected to a website where you'd have to login with your given username and password and only then you get internet access. Now, my question is How do I do this? Is there a special software or website that I could easily do this from? I'd be very thankful if you could help.
