All of those are illegal. If anyone gets hurt or their vehicle gets damaged, you're liable for it. talk to the cops in the area and your local government about the problem. purposely putting obstructions in the road is illegal and dangerous to everyone on the road.
Don't make a bump you'll get arrested. Make a petition and get all the residents to sign it saying they agree with your case. And then send it to the local council, they will be forced to do something about it.
