just seen the scrap prices for copper i.e. pipes and wiring ect its like ?4000 a ton how long would it take to get a ton of copper

Probably not in your life time unless you buy it or are a very big thief!
A ton of copper is about one pickup truck load. You can scavage at the dumps and collect any you see plus all the wire cable you can find. Pulled wire is your best bet and then when you get enough, burn the covering off. This stuff is hard to find where people are throwing it out. I save mine and when I have enough, I cash it in but never a ton! Maybe 20 pounds if I am lucky!

It could be accomplished with a basic shuttle valve. I wonder more why you would want something like that. If you are trying to clean up handle bars go with only a rear brake. Thats the way the old time chopper guys did it. Handling will suck.
There are a few linked brake systems out now. One note about the comment on only running a rear brake - many states require a front brake.
