How many times can you have points dropped from a ticket?

Hello,A friend of mine was pulled over and issued a ticket for illegal passing in New Jersey. She was told by people that if you had points dropped or a ticket lessend twice in your life than you can not have that done again. Is that true? Does anyone know. I‘d appreciate your input, thank you!

I am in Michigan and here you get points everytime you get a ticket depending on what the ticket is for that is how many points you get, after getting so many points they will suspend your license, most points eventually fall off of your driving record (I think it is 3 yrs from date they were issued.its been 10 yrs since my last ticket) Also here they recently passed a new law that if you get more than 8 points (it may be 10) that you have to pay a driver responsibilty fee every year on the date you got the ticket for 3 yrs also. This is in hope that you won't repeat the mistakes you have made.
In New Jersey there is no limit to how many times a person can be downgraded to a lesser offense. The prosecutor, usually after conferring with the issuing officer, can downgrade a ticket whenever he wants. They might check the person traffic court history and decide that two times is enough. But there is no legal limit.
