you have something on your windshield. take some double ott or 3 ott steel wool and wet your glass and clean it with the steel wool. it wont scratch the window, just take off ground in dirt, you cant see. i use to work at a detail shop and thats what we used.

Blades are most likely dry rotted out. Especially on a dry surface you will notice it. Replace them
