Ummm no. You couldn't fire the gun at any animals, you could not hunt for food and the federal government has no business with that much control over gun in the first place. Murderers don't care about cost and will do it anyway, chip or not.

There is a much easier way to stop gun violence, really step up security and control over people's lives. Have you ever noticed how people who live under dictatorships have surprisingly low crime rates? It is a trade off, if you want to live free, there will be some crime; it's human nature. If you want a crime free society, move to a country that is run by an iron-fisted dictator.
