I have a CRT monitor that is passing current to the CPU via the data cable. The monitor's display is also poor since it is becoming green.What could possibly be wrong with it? How can i sort the problem? How or what could have caused this? Dose this mean that the monitor needs to be changed?

I would go buy yourself a LCD monitor my friend! CRT is last century.
You need to just get a new monitor. LCD's are not that expensive these days and it will be a nice change for you. The monitor passing current back through the video cable sounds like some kind of short in the monitor and with the picture turning green it's just time for a new one. If you could even find a place to repair the thing it will be cheaper to get an LCD. Just don't cheap out on the new LCD as you will regret it. Compare models and brands and read reviews. Acer is a very good brand that is not as expensive as brands like Samsung.
Replace the monitor as soon as possible. Until then, NEVER leave it powered on while you're away. CRT monitors can actually begin to BURN inside if there is an electrical issue. The smell is atrocious and you could risk a fire.
