The positive crankcase venitlation (PCV) valve allows a vent for gases which naturally buid up in an engine. In the 60's, it was vented out into the atmosphere. California Air Resources Board (CARB) passed legislation stopping the practice. Instead of venting, it now burns through the normal combustion process. The PCV valve regulates how much is allowed to pass through, because, at idle, if too much is allowed to go into the engine, a rough idle or stalling would occur.

Positive Crankcase Ventilation. Added to engines as a emissions control. Actual design function is to suck contaminated fumes from the crankcase back into the combustion chamber to be burned.
pcv POSITIVE CRANKCASE VENTILATION. this little valve serves as a means of scavenging the blow by gases that have made it passed the rings into the crank case. this valve replaced the earth draft tube on the earlier cars. it extends the life of the oil and improves fuel economy. at idle it is subjected to engine vacuum lifting the valve allowing air to flow through it. at higher speeds and on acceleration, vacuum drops closing this valve eliminating the flow of air into the cylinder from the block. in the event of a backfire, pressure builds up quickly in the hose that goes to this valve, slamming the valve shut eliminating the chance of an explosion inside the engine block.
i don't know much about them. i had to get one replaced in my car a few weeks ago.. i knew i had to replace it bc my car made a farting noise whenever i turned left.....
