I'm not sure what you mean by cutter, but a machinist should be wearing general safety gear. Steel cap boots, ear muffs/ear plugs, safety glasses, helmet/hard hat, gloves and suitable clothing. All of these really depend on what the machinist is doing at any one time. hope this helps. let me know what you mean by 'cutter' and I'll try and help.
