ok a little background info - my next door neighbour has 3 young kids and 3 dogs in a house which is way to small for them all, my family have only ever seen 1 of the dogs which they let out side occasionally the other 2 are always barking in the kitchen! its a small lab type dog, its old(ish) very skinny and walks around in circles constantly and falls over occasional n we've seen it just standing with its head against the wall! me and my sister have both got videos on are phones of the dog just walking in circle sand crying, its looks like it has bad hips too.i feel soo sorry 4 the poor thing, i dont know if i should report it or not because iv heard the woman say to another neighbour that the dog is old and senile thats why its the way it is.what if i report it and theres nothing wrong with it? i dont wanna cause trouble, they will most likely know who reported them but il feel bad if its suffering and i do nothing.

You are actually dealing with two different laws here: the law prohibiting carrying a concealable firearm concealed in a vehicle (Pen C 12025), and the law prohibiting possession of a loaded firearm (Pen C 12031). Contrary to what many people think, it is NOT unlawful to carry an unloaded firearm in a vehicle. It is unlawful to carry a concealable firearm (e.g., handgun) concealed in a vehicle (it is lawful to carry an unloaded handgun openly in a vehicle). However, the prohibition upon concealment does not apply if you are over 18 and the firearm is locked in the trunk or is in a locked container other than the glove box (if you put it in the glove box, as somebody recommended, you'd be breaking the law). There is no need to break the firearm down to be permitted to conceal it in a locked trunk or locked container. You do not need to be going to or from a shooting range. (Pen C 12026.1.) If you are UNDER 18, other prohibitions may apply (Pen C 12026.2). It is unlawful to have a loaded firearm in a vehicle anywhere where shooting is not allowed (which generally means in any city, or in a county area with a shooting prohibition), whether the firearm is concealed or not. To be loaded, there must be an unexpended cartridge or shell in or attached in any manner to the firearm, including in a firing clip. Although for some purposes a firearm is loaded if the ammo is nearby, that is NOT the definition for the purpose of prohibited possession. As long as the magazine is not attached to the firearm, and there is no chambered bullet, it is not loaded. A police officer is entitled to inspect any firearm to see if it is loaded.

There are 22,000 handgun laws in this country. Most of them are local in nature. No one can answer this question because every town you drive through will have different laws. You have to talk to the local law enforcement people.
