Studded Tire Regulations, Crossing State Lines?

I live in a state which has no regulations on the use of studded tires. They can be used year round if desired. However, I frequently cross a state line into NY which does have a regulation. Does NY's regulation apply to me when I travel there or only if I am a NY resident? I know a lot of people will just say take them off in the summer, but I really can't afford to be purchasing several sets of tires every year at $400. Not to mention, every time I have tried to get a service shop to put on used tires even if they have only been used a few months, they find some excuse to deny putting them on claiming they are a safety hazard and I need new ones.

Tell her that you do not EVER intend to breed your Sheltie and that if ever you did it would be to another Sheltie to 'improve the breed'. Breeding to a spaniel would not improve a Sheltie's lineage. She will then tell you that you are a snob and you can say you'd rather be a snob than an idiot. That should end the harassment and the friendship!!!!
Very simple you just say NO! Hate to break it to her but the product of such a breeding would be worthless mutts. No litter is free. even assuming a trouble free delivery she will have hundreds of dollars in vet bills on the mother and the puppies not to mention all the hours of work taking care of the mother and litter.
I have been looking into the Arlo Security System, but would like suggestions before making my final decision.
What makes her think Shetland Spaniels aren't worthless mutts? They're just mutts with a clever name. And they're just as likely to end up in the shelter after their cuteness has worn off, since I doubt she'll screen the buyers properly, and I REALLY doubt she'll be willing to take any of them back if the new owner can't keep them one month, one year, or 5 years down the road. Bump up your neuter appointment. Or simply tell her No. ADD: Agree with Nekkid. Tell her you want a $500 stud fee, to be donated to the local shelter to help all of the worthless mutts. And you want it done and paid *before* you breed. If she doesn't do it, *she's* the selfish twit.
Tell her you already got yours neutered and just because she doesn't care about those worthless mutts that you do. And what does she think this litter would be? UN worthless mutts. She sounds ignorant and selfish.
