Try freecycle or craigslist. There could be people in your area that are trying to get rid of them. You can also try your lumber yards. Sometimes they give them out for free. I have also heard that the grocery stores leave them out back for people to take as well. Also check construction sites. We just had a office area built in our area and they put a sign out saying free pallets. Good luck!
