does any one know what controlled access entry means? i see it on many apartment websites.so what kind of apartment is with controlled acess? does it mean you only let in a guest from inside your apartment when it rings or what?

What is the question? In general - EVERYONE I know that has a set of dedicated winter tires (e.g,. Blizzak) swears by them / loves them.
Studded tires will work best in icy/deep snow conditions, but once you get onto pavement on a clear day you better hope you don't need to make emergency maneuvers. Studded tires handle bad on pavement because they are riding on metal studs.

Most jurisdictions in ny state allow studded tires mid October through mid April. If you live in an area the receives a lot of snow or treats the roads with sand, studs are the way to go. If you're dealing with minimal snow and regular salting, winter tires are sufficient.
