Question:

Why was Beverly Crusher so underrated as a Captain on Star Trek:The Next Generation?

I watched an episode the other night where she took Command of the Enterprise, and she did a better job than Captain Picard.

Answer:

She didn't sing dance in tights with a feather in her hat on the halodeck like Picard did.
Any women can do a man's job. But I rather my captain to be a male. Dr. Crusher did show more confidence in command than Deanna Troi in another episode.
Because she was a doctor first, and was not really interested in command. Also, if it came down to who was a better Captain, her or Kirk, Kirk would seduce her, and thus win. He cannot do that with Picard, even if he was an orion slave girl.
Wow, good question. I thought she did very good, but Picard has a little more force. Beverly would be a great female leader and yes I agree a good captain. But Picard knows how to put even Klingons in their place!
She's underrated because there are characters the viewers like more such as Picard, Ryker, and Data....
