A longshoring questionJust curious.?

Hubby was watching a longshoreman history showHe wonders why a crane lifts out the incoming cargo trailers on the ship, one at a time, and places them quot;somewhere elsequot;Then when the ship is empty, the crane now loads new export cargo trailers onto the shipHis question is: Why doesn't the crane pick off an incoming cargo from the ship and set it down and then carry an export cargo trailer on it's way back? Is there some rule that the ship has to be completely emptied before refilled? Seems double work.
