yes if you use a heavy ballast on the bottom and add out riggers

According to the Army Corps of Engineers' Safety Manual, any scaffold with a height exceeding four times the minimum base dimension must be tied off. So if your scaffold is 15m, then the minimum base dimension must be 15/4 = 3.75m.
