Its there to improve the coupling between the windings.
It was used to make high frequency transformer like IF transformer works on 10.7mc or 455kc or 4.5mc. Fly back transformer runs at 15750 c/s or switching power supply runs at 50kc to 100kc etc. This material eliminates eddy current (iron lost) under very high frequency condition.
