The time to report them is before they repair it, not after. I would have probably turned them in to the housing authority. You could tell the local fire station and they might jack them up, if it's an apartment building. If it's in your contract that they make all repairs, then you can go to an attorney after a specified time and report this and he/she will see that the matter is taken care of.
It sounds like you have a consumer issue, not a regulatory issue. You can send complaints to the Better Business Bureau and to the Consumer Protection agencies in your State of residence. Phone numbers for such services in your area will be in the front of the White Pages in your phone book under consumer complaints or similar headings. There is also nothing like writing the President of the company to obtain customer satisfaction.
I suppose the detectors never stop working at night. Actually these are designed mostly to protect you from any smoke hazards at night when you go to sleep. However may be the brand you are using is designed to stop blinking when you are asleep, to avoid disturbing your sleep.
In my city, you could make a report to the Fire Marshall. Here they would investigate and fine the people responsible because we have a code that requires such systems to be in working order, if it is in a rental.
