It makes a tuning circuit. Basically its a filter which you tune to let through a certain frequency. The inductor is fixed and the capacitor is variable, so moving the vanes on the capacitor changes the tuned frequency and as you move it the filter frequency changes and lets each frequency through in turn until you find the one you want.
