Answer:

Not sure if it's good on grills for surfaces you're gonna be cooking off of (if you contact me to remind me, I can check at work tomorrow!), but Rustoleum sells a Rust Reformer product that claims to dissolve rust.
INGREDIENTS 1 cup white sugar 3 eggs 1 (14 ounce) can sweetened condensed milk 1 (12 fluid ounce) can evaporated milk 1 tablespoon vanilla extract DIRECTIONS Preheat oven to 350 degrees F (175 degrees C)In a medium saucepan over medium-low heat, melt sugar until liquefied and golden in colorCarefully pour hot syrup into a 9 inch round glass baking dish, turning the dish to evenly coat the bottom and sidesSet asideIn a large bowl, beat eggsBeat in condensed milk, evaporated milk and vanilla until smoothPour egg mixture into baking dishCover with aluminum foilBake in preheated oven 60 minutesLet cool completelyTo serve, carefully invert on serving plate with edges when completely cool.
A couple of things work on rust that will still leave the grill surface safe for cooking purposesA wire brush or even balled up aluminum foil with soapy water and scrub, scrub, scrubWash the grill thoroughly Then oil the grill and let it burn off over a very hot fire when the coals are actively on fireif you'd like to you can use oven cleaner but you really need to wash this off and rinse it a lot of timesAlso coating the grill with ammonia and placing it in a plastic garbage bag over night and then rinsing it very well and then doing the scrubbing and scraping the ammonia treatment will make it a little easier to clean the grillA stone for cleaning flat grills is kinda like a block of sandpaper and it works great tooWash and rinse well to remove grit since it won't burn off when you are heating up the grill for the first time.
Some say a cola drink removes rustDon't know if that is trueI have cleaned a rusty wok with lemon juiceThen use the wire brush and season with oil.
Put a garbage bag on the lawn to protect the grassLay the rack on it and spray with oven cleanerLet soak for a couple of hoursRinse with a hose and then scrub off any excess with stainless steel pad.
